"Congress is out of control"
or
"the investigation is a witch hunt" ...
Translation:
"We no longer control Congress and can't seem to bluff our way out of everything and stall like crazy with impunity any more and now Congress is trying to hold us accountable since it really does appear the 06 elections were about us after all since everyone knows we are as corrupt and paranoid as the Nixon White House was."
